Play two of same instrument in World Tour?

Greetings:
the post title makes little sense... but..
QUESTION:
In a world tour, multpiple player of course, can a band have more than one of the same instrument during play?

For example: Guitar, Vocals, Drums, Drums? The answer to that question could inform whether or not to buy stand alone drums...

No. You are limited to one guitar, one drum, one vocals and one bass.

So, purchase of additional guitar in the works, scratch the extra drums...
