Not full screen on HD?

I have my PS3 at 720p and when I play Rock Band, I have a black frame around the game so everything isn't filled up all the way on the screen. All my other games, Resistance, NHL 08, GH3, Cod4, Unreal, etc all fill up the whole screen. MLB 08 demo does the same. Is it supposed to do this or what? If you guys need a picture of it, let me know

If you go into Calibrate System under Options, past the AV & Controller sync screens (you can skip these entirely if your system is calibrated fine), there is a Set Video Overscan option, which is meant to eliminate that black border on 720p. You may have to go through the "Manually Set" option specifically to get to this screen, however. Personally, I went into my TV's service menu and expanded the screen horizontally and vertically to eliminate the border (didn't find the overscan setting until after I had already done that), but I'm used to tweaking those settings because I used to have a PC hooked up to the DVI input my PS3 is now using, and getting that signal to display properly took a lot of fiddling with the HD signal options.
