I believe the smiley face denotes sarcasm in this instance. Like a spoof post on all the "where's the annoucment?" threads of the past month.

in terms of songs, we'll probably see 2 more announcements, one for each month.

and then i bet there will be a huge rock band feature in one of the major sites/mags. my guess anyways
