It seems like it's always just Robert Plant who is opposed to doing things... is he like the Paul McCartney of Led Zeppelin?

Jones and Jason Bonham could care less unless it's a serious sellout in licensing the songs (which it wouldn't be if they licensed Zep songs for RB), but Page and Plant are very iffy about it. They usually only license songs of the people they're licensing it for know them (or have a crapload of cash, like Shrek 3 and the Cadillac commercials).

Oh I see, thanks... if Page is part of the issue, then I have more respect for their decision haha... but it did sound like Plant was the only one that didn't want to do a new Tour which would have been awesome!

No, it's not that he doesn't want to do it, he is going to tour with Allison Krauss until the end of the year and doesn't have time for Zep. Maybe next year.
And basically, Zep is Jimmy's band. He mixes the albums, produces the albums, remasters the albums, comes up with the riffs, writes most of the songs, and everyone follows his lead when they improvise live.
