Is anyone elses time setting messed up?

Whenever i edit the display time, or other user option, it dosent seem to save. Is there something I might doing wrong?

I didn't know you could change the time. How do you do that?

Well, it says at the bottom that 'All times are GMT. The time now is blah blah 'o clock', so I figured that you couldn't change the time, but if there is a way, I'd like to know. :D

well, if you go to the "user cp" and go to "edit options" there is the option to change it, but it dosent appear to save
