Looking at the current songlist and all the news we've heard about the game I can safely say that even if everything possible goes horribly wrong with the game before it comes out IT WILL STILL BE A GREAT GAME! If the basic, fundamental elements of the game work (if the guitar actually controls the notes on the screen (which obviously it will) and the drums and microphone work properly, etc.) then the game will rock, even if the online is laggy and they don't give any downloadable content and the character creator is flawed and limited and every subsequent song they announce is from Made in Mexico ;) the game will still be worth your $200 (or whatever they charge). It would be a big dissappointment, what with all the hype, but it would still be a fairly fun game...now if it's polished and they keep giving us good songs and DLC and the character creator is good and online play is good...then you'll have a PHENOMENAL/LEGENDARY GAME!
So in summary:
Half-broken, hastily thrown together Rock Band game that barely works= good game/worth the money.
Polished, finished Rock Band that lives up to hype= AMAZING MASTERPIECE OF GAMING GLORY! Worth the money and then some!
Harmonix has stated on numerous occasions (and I believe them) that this game is their "dream project" that they have been conceiving for several years and now they are finally getting the chance to make it and share it with all of us...thus I do not think that they would release a game that they are not proud of. Therefore I'd assume that we'll see a polished phenomenal game! :D
