I've got the game on 360.
I took my 360 over to a friend's house and when we went to play the game, almost all of my DLC was gone. I have most of the songs released, but only the last few that I downloaded appeared. I checked my hard drive and they were still there, they were simply gone in game. What gives? Do I have to be connected to the internet for this to work? It makes no sense, I paid for these songs, shouldn't they be there?

You must be connected to the internet. The DLC is stored on your XBox 360, and can only be retrieved from that Xbox or if you use your HDD on another and go online with it.

Rest assured it's no accident. The DLC file itself on the HDD has a code that gets 'imprinted' on the console to which it's used (your console, your HDD.) So when you took only half over (your HDD to your friends) only half matched. Think of it like a key. The key didn't fit and so the DLC didn't appear.
This is a DRM (Digital Rights Management) issue as, per agreement with Microsoft, we all get something like 3 or 5 re-downloads of a paid download for any reason. This in theory could be abused, and so this is why it happens.
Your not the only person it's happened to, you definitely won't be the last, and worst things have happened like people losing over $30 of DLC.:p
