How to open DLC files

So I know to go to the Rock Band directory and open the dta files and what not but how do i get there? Just stick the game disc into my computer and open the files or something?

How does putting your Rock Band disk in your computer magically transport the DLC files from your console's hard drive onto the disk/your computer?

I'm pretty sure a PC won't be able to read the RB disc, which is really irrelevant anyway since you're asking about DLC anyway.

There are things you can use to transfer data directly from the 360 HD to your PC, and I'm sure something like that exists for the PS3 too. Then all you have to do is open it up in a text or hex editor and take a look. Most of it will be gibberish, but some stuff will be in clear-text, like song names and whatnot.

I tried that with my 360 Save Game file for RB, and the only stuff in clear-text was where it had a list of my characters, with what instrument they played. The rest was unreadable.
