Is it possible to hear your singer online when in a band?
I've heard that the singer on 360 pushes a shoulder button and it works.
Does this same method work for PS3?
If not, why?

The not is because voice-chat is not mandated for Playstation online games pretty much.
There are some middleware solutions out there available for it [don't even need to use Sony's, and I'm pretty sure at least one of the non-Sony ones is free]. Course there's more than just monetary cost to implementing something.

The PS3 version does not have chat so nobody will be able to hear you.

For the PS3 Rock Band I've read that L2 or R2 brings up a microphone icon for the singer. But I've read likewise that this doesn't actually DO anything. Can we get this topic to rest, once and for all? What does the L2 or R2 button actually do, what is the microphone icon for, if not to transmit vocals online?

I'm sure it's there for future functionality of voice chat. Or maybe a partially-implemented version that didn't quite fully make it into the retail release.
But even on the 360, if the vocalist holds down their RT or LT during the song, the vocals will be lagged by .5 seconds or so and really throw off everybody else playing. So it's not like it's any good anyway :p
