Hello,
My brother has rock band for PS3 but doesn't have an internet connection. I also have a PS3 and I'm wondering if it's possible for me to download songs to a flash drive or something so that he can play them on his PS3?
It seems like that would make it really easy to pirate the DLC, but there should be a way for people to get the downloadable tracks if they don't have an internet connection.
Any suggestions would be a great help.
Thanks!

As far as I know you cannot do that, but I'm honestly not 100% sure if there's some other way.
One thing, though, that would definitely work would be for your brother to bring his PS3 to your place and make his own PSN account, download what he wants, then he's set to go.

You can't copy the DLC to another PS3 directly, as I understand it. If he brings his PS3 over to your place, however, you can connect to the internet and sign in on your PSN ID on his PS3 and download all the DLC you've purchased at no additional charge. You can do this on up to 5 unique PS3's.
