Heh, I doubt Harmonix would want to deal with the blowback a song like Stagger Lee would surely create (although I agree it would be awesome).
I'd love some Nick Cave in Rock Band - he's one of the few singers I could actually imitate fairly well and wouldn't be embarrassed to sing :)
But there are many great Cave songs that would be loads of fun to perform. Off the top of my head:

Nick Cave would be sooooo wicked for RB. Best songs for vocals ever.
Some Nick Cave and the Bad Seeds song use a piano lead rather than a guitar lead, but there are still several good canidates that could be directly put in RB and have great guitar/bass/drum parts - and they would all be vocal heaven.
Can I also suggest:
From the Grinderman album/side project: Love Bomb and Honey Bee which are both a little more guitar-heavy and rocking than some of his work as NCatBS.
From The Firstborn Is Dead, the songs Tupelo and Wanted Man would be incredible Rockband experiences.
The Henry's Dream album offers a few inspired RB choices, for instance Brother My Cup Is Empty would be great, same with I Had a Dream, Joe. John Finn's Wife might present some lyrics that would strain the 'teen' catagorization, but is that an issue with DLC? Another poster already mentioned Papa Won't Leave You Henry, and let me enthusiastically second that.
From Let Love In you would absolutely need to include Red Right Hand, no question there. I would also suggest Thirsty Dog.
The Murder Ballads album offers up songs like Stagger Lee (lyrical M rating might be a problem) and while Curse of Millhaven would be incredible fun for the vox and bass players, the guitar might be a little thin. My pick would actually be the bonus of the Japanese release King Kong Kitchee Kitchee Ki-Mi-O -- who wouldn't want to sing about killing the suitors of Mss Mouse?
I'd probably take Sugar Sugar Sugar and City of Refuge from Tender Play.
If I had to put together one 3 song DLC pack from those, man it would be a tough call. I think:
Red Right Hand
Love Bomb (as Grinderman)
City of Refuge
I'd probably trade City of Refuge for Stagger Lee if they allow mature lyrics in DLC. I'd much rather just have two 3-song packs though -- too hard to decide on just three tracks ;)
