Here's a wonder for the EU release. Will people have to put on a vaguely American accent to get the talky bits to work properly in Rock Band. Personally, coming from the UK, and not being bad at an American accent, I don't mind much, but I'm thinking of french and german players, will the game struggle to pick up their accents?

i'm pretty sure it won't matter much for accents, if my sister can sing a song and replace every lyric with "meow". granted, that was on easy. and she failed halfway from laughing too much.

Hmmm, I don't know good question. I wouldn't think so though.
Although this raises a question for me, how the hell am I going to sing "Hier Kommt Alex"? Lol!

I'm not sure how talky parts work exactly, but I think just as long as you say something that starts and ends when the word is supposed to end it registers as alright. I have no idea how they would account for all of the accents in the world. Then again, maybe that is why I suck at the talky parts with my Maine accent.

Anyways. I'm pretty sure the talky parts are based different kinds of sounds rather than the words. People have gone into the code (or something) for the vocals, and there are three different kind. I believe one person mentioned that the three kinds in the game could represent 'talking', 'yelling' and 'screaming' talky parts.
It sort of seems like that too, 'cept most people are more familiar with the terms "guaranteed score if you make noise", "requires a bit of luck", and "broken talkies" respectively.
Though there might be a problem with leaving out consonant sounds. Epic and Sabotage usually need to pick those up. But with Blitzkrieg Bop, I always sing it without the h's anyways. British accent style. >_> "'Eh! 'Oh! Let's go!" Sounds like that's what they're saying anyways.
(Oh, and it works perfectly, even on expert. But these are some of the easiest talkies to get.)

Accent or not, you aren't going to get the "ow" in "Next To You". Trust me lol.

I'm a Kiwi living in the U.S. No problems with the talky parts here and my accent hasn't changed a bit.
No... I said bit not "but". No... Aussies are the ones that say "beet". :D

Accents aren't a problem, but you will have to keep in mind some of the talky parts are either very difficult to hit (When You Were Young, I'm So Sick, etc.) or basically impossible (only one person has hit the "Ow" in Next To You and gone on to FC the song.)

I doubt it. There isn't a consistent American accent. This country is pretty big and you hear all kinds of accents. The two most distinctive ones are the southern accent and the New York/Jersey accent, but there's others too. I mean, I was in Texas for 6 weeks last summer. Texas southern accent sounds different than Alabama/Mississippi/South Carolina/etc southern accent to me.
I've already got friends in Europe that have imported Rock Band and they can do the talky parts just fine.

Haha, you're lucky. I had a co-worker who came from Canada and she had a rather strong French accent. She's pretty much completely lost her accent and sounds American now. She complained that when she went on holiday to visit family they said she sounded funny. :D
