1. will new content be able to be downloaded or will a seperate disc be available for purchase?

2. will the create a character still be in the game?

They confirmed no DLC, but haven't said anything about separate discs or character creation.

I doubt there will be any extra content, but the character creator is pretty vital to the game. It has to be in.
