Totally at random is my guess. On all instruments there are songs I can 5 star or gold star that are in the same set as songs I have to take a week to eventually 3 star.

I doubt it's random. :) I'm sure one (or more) of the people who either charted the song or playtested it gives it a rating.
So in other words, it's probably human-based and completely arbitrary :)

Totally random? Try again.
It's probably a matter of having several people play all the songs across all difficulties and ranking them, and aggregating that for the final tiering.
For example, let's take "Enter Sandman" on drums. Ask any expert player, and they'll probably say it should be a Tier 2 or 3 song. Ask any medium player, and they'll probably say it's right where it should be. I bet if I were to play right now, I'd get a higher accuracy on expert than on hard.

I don't actually mean totally random it just feels like that sometimes. Songs like "Flirtin' with Disaster" on vocals should be a 2nd or 3rd tier song instead of a 7 (i think).

Songs are hard for certain reasons. You might be able to easily do something that makes the song hard for other people and visa versa.

Yup, I agree 100%. I play drums on expert for this one, and it definitely ain't no tier 8. For me, probably like tier 4. I'll get a high note streak, and everyone online is so impressed (yeah, yeah, yeah. Oh well, to me not that impressive at all). It's actually a lot easier than many songs that are higher up on the list.

I do that ALL the time. If im online, ill randomly toss in ES, even though i despise the song, just because i know for a fact i can get a minimum 1700 combo going, so people be all like "oh man r4d, you're so good, have my babies!"

I've been thinking about this a lot lately, I'm pretty sure it's rated over all difficulty.
Drums
On Hard
Enter sandman was harder then move along.
Tom Sawyer was harder then Don't fear the reaper.
On Expert
Move along is way harder then enter sand man.
Don't fear the reaper is way harder then Tom Sawyer or flirting with disaster.
and maps? I'm not even going to talk about that placement.
This is a guess
I think they mix the tiers up to give you breaks when playing down the list. So you end with just 2 - 3 songs that really give you troubles. And maybe that song that should of been in the 4 tier is on the 8th, just to keep ya motivated to play on because you can beat something in the high tier.
maybe, maybe not. They did this in a few times in Donkey Kong County. You just beat of of the harder levels in the game and now you get a easy one.

It is subjective for all the instruments. Everyone has different play styles, so everyone is going to excel at one type of play, and lack at anoter. Thats just the way it goes.
Im pretty sure it was Zeleii who stated that he can Gold Star blackened, and 5 star March of pigs but cant pass RTTH and Orange Crush songs for the life of him. And there are other people who cant even come close to beating songs like WGFA but tear RTTH apart. Correct me if im wrong and you see this Zeleii, im gonna go look for the post now.
EDIT: Heres the link. http://www.rockband.com/forums/showthread.php?t=50060 Memory like a steeeeeeleee trap!

I actually think if it gets moved, it should be bumped up a level :-) That song always gives me fits.
And Enter Sandman on guitar should trade places with RTTH. I finally reached the last tier on Hard last night and after having Sandman kick my butt for a LONG time, I did RTTH on my first try. Hardly any HO/POs, mostly steady rhythm, and hardly any trickiness to it. Maybe it's different on Expert?

Look at the two charts on YouTube and try saying that again.
Enter Sandman: Very steady rhythm, 2 HOPO patterns and a chord progression that I almost always mess up. Solo's nothing fancy, although it can be a little fast.
Run to the Hills: Nothing but really fast chord triplets, until you get to the solo where it turns into an Iron Maiden solo (random as hell, frustrating to play). Even the easy part coming out of the solo is still pretty damn fast.

I can't check it out now (at work), but will tonight when I get home (probably just quickplay it on Expert). I was just surprised at how easy it was compared to Sandman and some of the other songs on Hard.
Do the tiers make more sense at the Expert level then? I noticed quite a few songs seem to be ranked improperly as I have progressed through the drum and guitar tours (medium then hard). I have started into Expert on both (3rd Tier drums, 1st on guitar), so I don't know if the tiers make more sense at Expert.
