As far as I know, nothing has been announced yet. They could incorporate downloads into the Playstation Network Store, or Harmonix may wish to set up their own sort of download center within the game.

Resistance: Fall of Man, for example, has the option of purchasing the add-ons from within the game. Rock Band could choose to do something like this.

In either case, I think a credit card would be required.

As in a card with a SKU that counts as money for PS3 online? Hm, there better be some sort of discount for that, or else I'm just gonna keep my account hooked up to my credit card #.
