PSN/ Playstation Store Problem

Okay, so like a few of you, I needs me some Cars DLC. If it wasn't for a problem I was having with the Playstation Store, I would already have it.

So i go in, select The Cars by The Cars, and select purchase now. Now, I guess it is worth mentioning that I have no money in my account at this time, and I intend not to. You see, if I want to buy the CD, the store will automatically charge me 15 dollars, whereas if I add money to the store beforehand, I will have to add 25 dollars. But I digress.

Anywho, when I try to buy it, a box pops up saying "an error has occured". I don't know what's up. Can anyone give me some help? I will answer any questions that I need to.

You could just add 10 bucks, then add another 5 bucks, but I have no idea why this is happening and it had never happened to me before.
