I've searched through the forums but cannot find anything about this. Will the Playstation 3 version have downloadable songs as well. If not, are there any plans to have them?

Yes. Any feature that is available on the 360 version (which receives more coverage) is available on the PS3.
The only differences being the PS3 bundle will come with a wireless guitar controller. The 360 bundled guitar will be wired. Also, the 360 bundle will have a USB hub to allow a drum set, mic, and two guitars to plus into the system.

Don't forget that PS3 online play is free, while 360 online play requires XBL Gold.

Uh oh. Here we go again.
Just to make a point though, the free online play has nothing to do with a difference in RB bundles.

Actually I'm not 100% on if this correct, it's been nagging me. I get the feeling that Rock Band will do an in-game store (like how The Orange Box did it's achievements list in-game). I say that because there could be some hang-ups on how PS3 owners pay for their DLC.

Probably just how I pay for all the DLC if I wanted some of it. A credit card. I know it might be hard for some of the younger kids to get a mass of DLC if their parents have bad credit or flat out just don't own a credit card, but thats how all DLC is distributed over the PSN and I don't see how Rock Band would be any different.
It would be nice if Sony made some pre-paid cards in time for the holiday season, but I don't know. I don't like the points system on Live which is really the only thing I don't like about it. I just prefer money transactions. I'm like the guy that causes the line to hold up in those Visa Check Card commercials.

Yeah like I said I'm not totally sure what I'm talking about, but I some how remember hearing it might be harder for PS3 owners to get DLC, then again I'm mostly a 360 and Wii person, so I'm not the go-to guy for that haha.

Yeah, I don't see what you're getting at. It's as easy for a developer to place products on PSN as it is XBL. PSN takes credit payments, whereas XBL requires you to convert your cash to points first. Really not much of a difference.

As long as the content is equal, I don't care! We all have to pay for it one way or another...

While I'd prefer an in-game store, the PSN updates wouldn't prohibit them from using the PSN store. The Thursday updates are just a routine to get people familiar with new content, and there isn't a game out right now that really requires updates more often than that. Besides, Rock Band updates probably wouldn't need to happen more than once a week anyway.

This is a typical assumption that appears to be incorrect. He's referring to a specific article (that for the life of me, I can't find again... I can't believe these forums don't have a search functionality) where a significant person in the GH3 staff revealed that it is more difficult to get content on the PS3 and stated that there may be delays in comparison to XBox Live.
While I can't find the source for that specific statement, here is another article that casually represents this difference in degree:
http://www.gamespot.com/xbox360/puzzle/guitarheroiii/news.html?sid=6180442&print=1
This is the relevant quote:
[...] It's very easy to say we could put it on DLC for Xbox 360 and possibly PS3[.]
In addition, it's been announced that there will be addition content (3 songs) for GH3 on XBox Live that is unlocked with a key provided in the soundtrack CD. This content is NOT available on the Playstation Network.
There is certainly cause for alarm. It appears that the PS3 online network in it's current form may not be able to keep up to XBox Live.
I'll try harder to find sources and get something more cohesive together.
