WTF is Drupal!?!? HELP ME PLEASE!<=/

This site is confusing me so much! When ever I try to do some things it takes me to a page saying I need to download Drupal to work that website feature. So i try to install it and then it brings me back to the Rock Band page and says that that page does not exist!!! WTF is Drpal and how do I fix it!? Anyone who helps I thank you sooooo much!
