Regarding this technique...

What is the theory behind this "cheat"? Is skipping a note less of a penalty than trying and missing it? And with red mapped to the hi-hat (usually snare), and a gazillion hits on red, is the scoring priority switched to the snare/yellow?
I can't get it to work like he does...I've tried several times... Has anyone else been able to beat this using only 16th notes?

I can't answer the rest of your questions, but I just read a post from someone who in essence answered your question "Yes".

You mean only 8th notes? The whole song is sixteenth note, lol.
yes, skipping a red note is less of a penalty, because if you try and miss, not only does your meter go down for missing the note, but it also goes down for the overhit.
Scoring priority wouldn't be switched over to yellow for the sake of just a couple songs on one difficulty. The red pad is always more damaging to miss than the other ones, regardless of what instrument is actually mapped to it.
I have beaten that song that way. it is tricky, because you have to hit nearly every bass pedal that comes up, as well as the triplets in between the hi-hat roll things and other rolls (so that you don't fail and so that you get energy phrases). I can beat it using that method, whereas I can't if I tryi to hit every note.

I had asked the same thing when I was trying to pass it and I think that the yellow notes are worth more than the red ones in songs like this.

same thing works for blinded by fear, when i couldnt beat it on expert i would just play the notes as if were playing it on hard, and beat it, but now i dont need to cheat to beat it :D

It IS the case that yellow (snare) has more meter impact in RttH (and others) than the red. Test it for yourself. Go into the song and hit a couple of reds in a break, then hit a couple of yellows and watch the difference in how fast your meter drops.
You are usually safe assuming that the snare is attached to the pad that does the most damage. (I know that Orange Crush is set this way as well).

Thanks. I've had RB for a few months but have only played quickplay! Last week I started a solo world tour, and I am stuck the last two...RTTH and WGFA. I don't want to use this method, but I'd love to pass this song.

Skipping a note completely DOES hurt less than hitting it wrong and not getting it. Also, indeed in songs where the snare and hi-hat are switched from the normal setup of red and yellow respectively, yellow carries more weight because it is now the snare. Missing a few little reds in this song isn't as bad as missing yellow hits or bass pedal notes.

The youtube video comments say...
Just be sure your foot stays in time, and try to at least hit the 2 OD phrases in the intro.
How do you control when you get overdrive phrases? They come at the same points in the songs, but sometimes they don't show at all. Is this random, or can you control when you get OD?

Well..the overdrive phrases are always in the same places in the song. He means that you should preferrably hit the ones that are located in the intro.

I've never understood this OD thing. Yes, they are at the same points in the song, but I can play a song many times in a row and they MAY or MAY NOT show up as available to OD? Why is this? Does it depend on how I'm doing score-wise in the song or something?
Anyway, I still cannot recreate the eighth-note cheat. I fail at 61% or so. And when I really try all notes, I fail at 41%. I'm down to this song and WGFA (I'll need to practice this one...it is very random).
Could it be a console-specific cheat? I'm on a 360.
