Not sure about stars, but I know the fan cap is 500,000ish.

I usually do Expert/hard myself, though I usually only do average (3 or 4 stars usually).

For 3,000 stars (600 songs) I believe you can unlock enough venues on Medium. And you only need 30,000 more fans to unlock the rest. There are enough really easy songs on Hard (easier than the hardest stuff on Medium) to get that done.
