Are 1 and 2 stars on songs confirmed?

Playing GH, I could easily break my streaks and miss enough notes to barely pass the song so that my score would be extremely low. (No, I didn't always try to do this, just once or twice for fun.) The lowest star rating you could get there though was three stars. I was thinking that since Rock Band shows the stars fill up as you play the song, one and two star ratings might be possible. Anyone know if this is the case?

I played on the tour, and yes you can 1 or 2 star a song. I saw it happen when...some other group was playing.

If you can manage to get your score that low w/o failing I'd assume it's possible.
