I'm going to upgrade my PS3's HDD tomorrow, will I keep all of my dlc?

If you have a large enough external USB hard drive formatted to FAT32 you can back up your hard drive and copy the data over once the new drive is installed.
However, this only works for drive as a whole, not just the Rock Band game data.

Exactly, if you have an external usb hard drive, you won't have to redownload anything, I'll backup every game, savefile, mp3, pic or video that you have on your ps3, and for all the users on that ps3.

I can vouch for this. I recently upgraded to a 250 Gb HDD in my PS3. I backed it all up first to a FAT32 USB drive. Note that regardless of the size of hard drive, it will only be seen as a 32 Gb one (maximum) after a FAT32 format, so make sure the data on your PS3 totals 32 Gb or less. I had to delete a few video files, but otherwise it was fine. Took about 20 minutes or so to back the data up, changed HDD over and Restored Backup. Perfect. All user accounts intact. All downloads already present and installed. And all game saves still there too. For every account. Much easier than downloading it all again.
