OK...so I just moved and don't have internet right now. Being the huge Who fan I am, I took my harddrive to a friends house and downloaded the Who pack onto it. I was stoked when I got home, put my harddrive on and got ready to rock out. Much to my chagrin, RockBand would not load it?!? I went to the dashboard and looked on my memory and the downloand shows there but Rock Band is not recognizing it or something. I did download it with my gamertag and info and such. Has anybody seen this before?!?

Yeah, it will only register if you're online or on the console that it was originally downloaded on. Very sorry man.

Welcome to the PITA that is Digital Rights Management. Anything purchased on Xbox Live is tied to both the Gamertag that purchased it and the console that downloaded it. One of the two must be present in order for this content to be unlocked, but there's a caveat: Gamertag authentification requries you to be logged in to XBL. The easiest way to avoid this is to buy everything on your console on your Gamertag, but you're still screwed in the case of RRoD. However, there are two ways to remedy the problem: either call tech support, find someone competent and get them to relicense all of your content to your current console or wait until June (which is actually now, but there's 30 more days of "not yet" left) for the DRM relicensing tool (http://www.next-gen.biz/index.php?option=com_content&task=view&id=10620) to be released.

Like they said above, offline play is tied to the console that downloaded it. Good news is that the DRM tool has been released now. You'll need a pc and your xbox connected to the internet to transfer the license, so you may or may not be able to do it at your friend's house if you take your xbox over there. Be aware that the tool can only be used once per year. Next time you need to download something at a friend's make sure to take your whole system and not just the hard drive.
