You need to play Band World tour for a while. Unlock enough venues and eventually you will be told you can now play the endless setlist. You then play it. If you win on Expert, you get platinum icons, but I actually think the gold ones look cooler!

As I said, it's in Band World Tour (which you cannot play by yourself unless you sing and play an instrument at the same time, and you cannot play it online). You need 600 stars to open it, and it's in Moscow.

If you play it on Expert, you get a Platinum icon.
If you play it on Medium, you get a Vinyl (inverted) icon.

You cannot play it on Easy.

And this is very important

If you are playing on expert and your guitarist is playing on Medium, you will BOTH get inverted icons. You will not get your platinum icon.

You both have to play on expert to get Platinum, both on Hard (or one on Hard and one on Expert) to get gold, and any combination with at least one player playing Medium for inverted icons.

Well, if anyone is familiar to the game, they would know there is no silver and would automatically assume you are an expert player, hehe. Although I do agree, gold does look better.
