Or another game like this for the PC, then the program can have an "insert your own tracks here" and you can download covers that musicians have layed down on their own on the net (using game parameters of course). It would be one way of getting your favorite songs.

They will never put a make you own notechart on this game. Get over it. Guitar Hero 3 was stupid enough to put the game on PC where people can hack it and make charts to spread over the interwebs.

DLC is downloadable content for PS3 and 360 mostly, where you have to purhcase tracks for download.

Oh damn too bad Guitar Hero 3 doesn't have drums. By the way you never know if it can get hacked to do that. EA for example is very hack proof with their games. If they release like hundreds of songs to choose from then I won't mind paying, but if they're only gonna release a pitiful number of songs like Guitar Hero then I'd like to see some game on the PC bring us fan made tracks.

Well not counting the rumor of "Nevermind" by Nirvana they've already confirmed the album of "Who's Next" which is 10 songs I believe.

So thats 28 confirmed for DLC and GH3 has only confirmed 3 three song packs 1 of those packs contain boss battles that are already in the game.
