It is worth noting that a very large amount of the songs on those lists are not Rock, so it's hard to judge what percentage Harmonix has gotten, but it's certainly better than 7% at this rate.

That being said I Alone by Live is the one jumping out at me from the 90s list at least

That list of 100 songs from the 80s is certainly a good one with a lot of great songs on it. But the 80s was a very synth/keyboard driven decade of music. Half the songs on that list wouldn't be very fun for Rock Band -- they just don't have the right instrumentation for the game (little or no guitar, some even with electronic bass or even drums too).
