Is there a reason why I cannot play my DLC when I'm not connected to the internet? Sometimes I go to a friend's house to play, but he does not have broadband, so we play offline. When I play offline, I cannot play my downloaded songs.

reason: the license for the dlc are on your console the one you originally purchased the dlc
solution: you must bring your xbox 360 to his house since you cant be connected online

Like aznman08 said, the songs have to be played from the console or account (logged to Live!) which bought the songs. So bringing your HD to your friend's house wont allow you to play your songs. You would have to bring your entire console.
If you're having the issue after a RRoD replacement, you can transfer the license to your new box using the DRM tool. Check this thread (http://www.rockband.com/forums/showthread.php?t=58686) for information.

Thanks for the replies, but I bring my entire system over to my friend's house. This includes the console and the Rock Band game and instruments. The only thing I can't do is connect online. That's why I'm curious about not being able to play my DLC. The songs show up on the game, but when you select one, the game will act like it's loading the song, but nothing will happen. The song never loads and I have to reboot the console to get control back.

My friend had a similar problem. It seems that anything purchased on xbox live needs a connection to verify. For instance he owned one of the cheesy downloaded games. H e brought the console to my place and it wouldn't let him play it. When he connected it online it worked fine. Perhaps the xbox needs a connection to verify ownership of any dlc.

As stated above... if you play it on the Xbox you purchased it with, then you don't need to be online. To play it on a different Xbox, you need to be online and logged into the account that purchased it.

Xbox license migration will do the trick: http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/
You then have to redownload all your stuff, but it should work offline.
