Any word as to whether Rock Band's DLC will be available for those whose console's aren't online, via retail expansion pack-like releases?

My best guess is no. This isn't like Oblivion or Marvel Ultimate Alliance where they'll release gold editions of the games in a few months. Whoever needs to get paid for the licenses and whatnot. I'll bet the DLC stays on the marketplace for the duration.

you dont need to pay for live to get the dlc if you get a silver account for free you can download all the paid content you want as long as you have an internet connection

yeah :p my point was if they reason his xbox wasn't online was because he didn't want to pay for live every month then, he still could get the DLC

I can almost guarantee you that it won't be, only through internet you can get them.

Since you only need to be online one time ever to download songs... is it not an option to take your console to a friend's house, relative, co-worker, school, etc?

I'm not terribly surprised. I ask because my router and modem aren't fond of Live.
A NIИ pack would more than justify reconfiguring my network.

You could try to buy a long ethernet cable, or do you have dialup?
