Regional DLC Concerns

I live in the US but I'm a big fan of some English bands. Let's say that the UK has something in their regional DLC that I want.
Would I be able to get it since I live in the US?

I do remeber Harmonix saying that all of the DLC will come out everywhere, not just one place.

that's not totally true most of the DLC will be available to everyone but Europe gets localised DLC to each country that other places wont get, both on the Disc and the DLC itself.

I would have thought that the songs by English bands would be released in America too, I always thought that it was Non-English speaking countries that got localised DLC, so they could sing in their own language, could be wrong there though.

that's language translation not localisation, the localisation is bands from that country so Germany will get more german based bands and the UK will get more Uk based bands etc.
