It is all a joke. Harmonix started this rock band hoax back on april 1st as a hilarious prank. People believed it so they went along with it. Everything youve seen or heard of RB so far has all been done by actors and all the articles on gaming sites are faked. Everyones in on it!! mwahahaha!

Welcome to the forums! As with many new members, you may want to familiarize yourself with the search function.

There have been numerous threads covering this. There is no set date for the launch of the new community site. We only know that "the first set of community features will come out a little bit after the game launches." We don't know if that means hours, days or even a week.
