I don't know about anyone else but up until Harmonix released the patch, everything seemed fine for me, no problem. But then, now, whenever I strum it either does not register in the game or it strums twice (even though I strummed only once). Someone please tell me if this is getting fixed anytime soon... I can't play the game like this.... I actually had to play drums so much that I can play almost anything on Hard now (and I never touched a drumset in my life). And if you are also affected by this problem with your guitar, please add to this list. This should be Harmonix's #1 concern at the moment, not downloadable content.

....the double strum is NOT a software issue....to prove my point....go out to your XBox menu and use the strummer to navigate down...it will double click down...

What happens in game is that you strum down and get the note, then the game picks up the second strum as a missed note...it is NOT SOFTWARE...its the guitar.....upstrum....it works fine...another thing that shows it is a hardware issue.

Does this uninstall, say, any Halo 3 updates I have?

yes, it uninstalls all the patches from every game you have

yes, but I assume they'll redownload when you start halo 3 again.
(yeah, that's annoying, but what can you do)

I've read you can uninstall the update by doing this:

from the dashboard do:
system tab -> memory -> device options (when hard drive is selected)
then do: x, x, LB, RB, x, x.

A 'do you want to perform maintenance' window pops up.
Say yes.

This will apparently delete all game updates - you might need to
un-network your 360 to avoid re-downloading the bad patch though.

Give that a try
