Both my RB guitars do that. I turn them off for about 10 seconds and then back on and they will usually work. Sometimes it does take a few times of doing this to get it to work using the on/off switch on the back of the guitar.

I noticed that the positive battery contacts are somewhat recessed (in the RB1 controller), so if your batteries have a marginally shorter positive contact nub, it will sometime lose electrical contact. I ended up just swapping battery locations and everything was fixed. Use a voltmeter to check that you're getting your ~4 V (more or less depending on whether you are using alkalines or rechargeables) between the first positive and last negative contact.

Does the PS3's RB2 guitar still have an on/off switch? It was removed on the 360 one.
