My DLC from rock band 1 wont work unless im connected to live?? Any one know why!?

did you recently have your xbox 360 fixed?

Did you buy the export key on the same 360 you're using now?

If not, then yes, you need to be connected to Live. That is how all DLC works. If you don't like that, you need to do a license transfer.
