Just incase you didn't know......
Everyone has voice chat now directly on RockBand2
As long as you have your mic plugged in you can chat in the "practice room" or during breaks between songs. This way everyone playing can discuss what they want to play.... Just talk into your mic and your voice can be heard thru the game.

*Attention Shy Singers.... during the songs you can't really hear voice chat, so know one can really hear you singing ;)
