is it possible to play this game on a Core / Arcade 360 console?

What can I NOT do with a core / arcade console that the Premium / Elite can.

what about unlocking songs and stuff? how does that get saved when i unlock a song.

Um... you'll need some sort of memory device for storage (memory card or w,e) I honestly suggest just saving up for a 20GB HDD as it's the cheapest, or you can save up more for the 120GB. Either way the game is kinda pointless without a hard drive. As for not having anything downloaded or not wanting to, a simple memory card should do fine.
