I am also having this problem and would love to hear more details about how to do this correctly on the PS3.
1) When purchasing the export key from PSN Store, does one actually ever SEE the key? I did not -- the Store seems to believe I bought it (b/c it won't allow me to download it again), but I never actually saw a key anywhere
Have I not downloaded it correctly somehow? If so, how do I convince the PSN Store to allow me to buy/DL it again?
2) I then put in the RB1 disc, go into "Option" and hit "Export songs". As the OP described, it warns that it needs ~1.5 GB of space, I hit "OK", then gives a screen describing the process to which I hit "continue", then it thinks briefly before returning me to main menu. I'm presuming downloading that 1.5GB of songs from my disc is going to take some time, and that's clearly not occurring.
What are we missing?
thanks!

Looks like I got my problem sorted out. OP, perhaps the following will help you too, since our symptoms sounded similar.
I went back into the PS Store. I had clearly already bought the "Export Code", but it had not actually downloaded for me. When I brought up the "Export Code" item in the PS Store, in the upper right corner is an icon for "Download", which I hit, brought up the Export Code selection and hit "download", which it did quickly obviously.
Then when I went back into RB1, the "Export" selection in "Options" Menu, this time it went correctly. After the warning of requiring 1.52GB of space, hitting "OK" then brought up a screen wherein it went through the process of downloading each of the songs from the disc to my HD.
So OP my guess is you may not have actually downloaded the code from the Store correctly (I never saw the code itself, btw, it just puts it somewhere in the PS3 where it recognizes it from the RB1 disc 'export' menu)
Hope that helps!
