Question about the Explorer

Ok, so first, forgive me for not knowing this. I have never owned GH1 or 2. Rockband is my first Harmonix game I have purchased. With my bundle, I purchased an explorer controller to add for a second guitar or bass. One thing that I have noticed is that when you tilt the controller to try to rescue someone, the explorer does nothing. Is there no sensor in the explorer for that action during gameplay?

I have the Explorer and Les Paul guitars from GH2 and GH3 on the XBox360, and have had no problems at all initiating star power or reviving a failed partner.
