But, on the other hand, the lyrics imply that they made it up on the spot, and that the best song in the world was written by them.

I think their usage of the "Stairway" riff was just a nod.

If memory serves me right, on the audio commentary on Tenacious D and the POD, at the end of the movie Jack Black says that the song they play during Beelzeboss-the final showdown is the song that inspired tribute. There's also a bit of dialogue in the movie when they make a reference to it after they beat Satan-grohl ;)

It may not have been the original intention, but because of the POD movie the song that Tribute now refers to is "Beelzeboss"
