I know that these game-breaking problems can't be fixed that easily (the first is the most important...), because that would affect the leaderboard so scores can't be beaten or getting "useless". Clearing all leaderboards isn't an option either...
SUGGESTIONS:
A> The Power Ups you've chosen should be saved on the RBC-server and accessed when signed in. Instead of re-choosing them each time you starts the game. And would work better when 2 or more players plays the game during the same session with different accounts.
B> Give us a Rock Band™ 3 export DLC-pack soon! Or least give us a date to expect some kind of announcement. I would love to play the Rock Band™ 3 songs in Blitz.
