Seeing how it took Harmonix over 5 years to release about 2100 songs, I highly doubt they've licensed and paid for thousands of songs that they're just sitting on as DLC slows down.
Make it "One Week" then. Whatever song everybody already has.

A lot of people like "Black Hole Sun" on drums or guitar or bass, and a lot of songs aren't fun to play on anything. What's the point in saying a song like that is the worst thing in the entire Rock...
Of course the game with nothing but guitar is going to interest guitarists more than the game with drums, vocals, and keys.
For what it's worth, I was against it at first, but now I'm kind of neutral. I'm at least in favour of it for the duration of the tournaments.
I don't see why Harmonix would return to Guitar Hero. They moved on to Rock Band years ago, and have built way too much to leave it all behind for another plastic instrument game.
