Probably not at launch. Not enough good songs for the price and I doubt I would enjoy the game a whole lot. It's only Rock Band in name, after all.
They have one album from 2009, which contains an additional disc with remixes of many of their 70's hits and a few others. Might actually be interesting to check out if you're such a big fan.

I'd rather know a band's best songs. Many band's radio hits are some of their worst songs. Foreigner isn't one of them, in my opinion. Their later albums just aren't nearly as interesting to me.
