I'm having the same problem with Rock Band World not updating. I'm assuming the Rock Band Blitz tournaments have something to do with it; I believe my RB3 scores haven't updated since the tournaments...

I have doubts that they can buff Blitz mode. That functionality stays in the game even in Offline Mode... which means it may not be patchable...
