I honestly hate to be a downer BUT wait until the official rules come out. I'm thinking this might also be an 18 years and older contest like the Times Square one. If this were true, that honestly eliminates basically a huge majority of the Wii players THAT I KNOW that are really skilled. But who knows? I may be wrong.

I think I'll email HMXHenry about the age-cap thing, he might know. I'm basing my judgments off the Star Trek battle they did earlier, and I didn't see an age-cap there. There was, however, a restriction about people living anywhere out of the U.S. which is kinda why we didn't get anything because the people I played with were Canadian (we were 9th, unofficially, when I did that battle).
I don't know, I'll look into it.

3. Eligibility: This Contest is open to three (3)- to five (5)-member teams in which each band member is at least the age of majority in the jurisdiction of his/her legal residence and is a legal resident of one (1) of the forty-eight (48) contiguous United States or the District of Columbia.

Yeah. That is referring to the Times Square 20-hour play session contest that just ended. Who knows? It may tie into the Battle of the Bands contest as well. That means 18+ and no Canadians.

I understand where you guys are getting at, but I myself don't see any reason why the rules for the Battle of the Bands only should cap off at legal age. I mean, it makes sense to do that for the Facebook contest, since the actual members of the band will be presenting themselves for everyone. But in this case, it's just scores and prizes.
That being said, there's always a possibility that an age restriction will exist, regardless of common sense. Damn, I'll be 18 in a month. They could not have picked a worse time to host this tournament.

If you go to the site page, it explains that for your band to even compete in the battle of the bands contest the band must be registered. The registration is probably the reason behind it. I don't know. It's Energizer's contest and they can make the rules however they please regardless of whether it makes sense.

just for the lulz,
if you are a wii owner, theres a trick/glitch/hack whatever you want to call it, where you can download all songs without paying anything. Maybe this solves your problem of paying for DLC better than win this contest...
