Activision is acused of milking there franchise while RB is not by...

1. Rock band has launched 4 titles ever, not including track packs, most people have lost count at how many GH games there have been, some of them would have been better as track packs, but are $60 games

2. again, GH is obliged to launch 4 new sequels in a year, while RB contents itself with downloadable content. and will usualy only resort to a disk entry in special cases (beatles being the beatles, and LRB having the DLC filter and other child friendly additions)

My answer would have to be very long to nail EXACTLY what makes those games bad. It's a combination of reasons, most were summed up by the reviews I linked, and the remaining important ones I mentioned at the end of my post. I don't see how that didn't answer your question.
