I see where you're coming from, but I don't agree. Evidently we just have fundamentally different ideas on what should be considered "progressive". I'm not saying those things are what makes music progressive, they're just general traits that apply and can readily identify it. I'm also not saying that a band is progressive if they have those. Meshuggah and DEP aren't progressive.
But I wouldn't call it a sound. It's an ideology, not entirely unlike punk in nature, although obviously that word doesn't mean what it once did. Feel I can concede because I agree that there is a unique quality to any progressive music - and maybe that's what you were referring to. But for a genre created to describe bands breaking out of the norm, I would never try to claim that it had a specific sound. Even the "classic" bands all sounded very different, and hell, shouldn't they?
What I do agree with is that it's becoming diluted. I just don't think it's because they sound different but rather because they're not progressive. On the other hand, I'm pretty sure Porcupine Tree is progressive, albeit I don't listen to them so I won't assert anything.

Most core related genres (Sadcore is an exception) have ties to Hardcore (AKA Hardcore Punk. No you scene brats, Hardcore is not a form of metal, it is hardcore punk)
