    Rock Band: MUSE
I really think that's the case.
Because, we see it in Guitar Hero that Muse is indeed willing to give their music to such games. (They sold their souls to twilight anyway haha)

Well, anyway, I think HMX just waited for the Keyboard controller. That's what was needed to make the RIGHT Muse game.

Muse isn't big enough yet. Sure, they're huge around the world, but their following in the states is still not enough to warrant a full game. Now, they seem to be gaining steam all the time, but they're not there yet. They want to make a game that will have complete global appeal.

I wouldn't count them out though, Perhaps after another album.

The lack of DLC is a bit odd, most definitely. Launch DLC with RB3 would be a solid bet, though.

I don't think anyone at HMX really gives a s**t.

They talk about Muse DLC as a big joke. They aren't taking our requests seriously.

That said, they have been on a roll of getting some previously thought "hard to license" acts like Dio, Morrissey, The Smiths, Bob Marley, etc. Since any licensing for Muse would have to go through WMG, seeing some of these other WMG bands get added is a little glimmer of hope.
May 20th, 2012: 4 long years since HMX released "Hysteria" by Muse. The wait for more Muse DLC has to end at some point, right?

I personally think there's some sort of exclusivity deal with Guitar Hero going on. HMX aren't commenting on it explicitly because they're probably interested in bringing them into the game, but can't until whatever deals have expired.

Bellamy not only appeared as a playable character in GH5, but he also participated in the extra features. We've never had any classic Guns 'N' Roses for Rock Band either, which I've always suspected is down to Slash's appearance and promotion of Guitar Hero III. Then there's the total lack of Aerosmith and Metallica in Rock Band since those games came along (all the Metallica in RB pre-dates GH: Metallica). As a general rule of thumb, it seems that any artist that appears in and promotes Guitar Hero will not appear in a competing music game for a long time.

Of course there are exceptions: Ozzy Osborune, Travis Barker, Tom Morello, Jimi Hendrix and Sting all appeared in various Guitar Hero games and have all had tracks released on Rock Band since then. I can't remember if any of those (except Hendrix, obviously) actually promoted the game or agreed to appear in the extra features though.

I'm probably talking complete arse, but it's more food for thought.
