This was one of the first bands we announced way back when TAG first started. Bryan Scott the lead singer of Cult to Follow was also the frontman for Union Underground in the early 2000's. If you haven't go check out Union Underground's "South Texas Death Ride, Across the Nation, or Natural High."

The label is holding it up.
When we first contacted them the band was unsigned. They were very eager to get the songs into the game (and still are).
After we had the songs charted they were signed to a label, and the label doesn't really want to mess with the Rock Band Network stuff, but we're trying to convince them otherwise.

Besides having to dish out cash, I really wonder why a label (or whatever) wouldn't want their song or songs to be in Rock Band.
I've discovered lots of bands because of Rock Band and the RBN that I'm pretty confident I would have never heard of otherwise. Bought their CD's and all that.
It only gives more exposure, from where I see it. I can't think of any reason it would hurt to have songs in the game.

Just getting stems in a decent condition can be costly for the label/artist. It might be surprising, but most serious bands don't just record in .wav files on their own computers, and I imagine that a good proportion of them don't really forsee any reason to have easy access to the isolated stems of their songs. They will likely need to pay for studio time (usually also paying for an engineer's time) to retrieve them from the archives, and they might need to spend more time re-working the existing masters into a format that is usable. Of course, that's assuming the separated stems were even kept intact in the first place.
There is one band on RBN who specifically requested the stems for one song while they were recording their album (while unsigned). Now the band and myself would both like to do more from them (and I've seen several requests from RB players as well) but they don't have any easy way to access their stems without paying for more studio time and they don't really have the resources to do so. I'm not saying that labels are never difficult to work with, but there's often more to it than that.

Basically, what Oscarvarium said. But let me add some specifics. Contrary to popular belief, RBN isn't always a no-risk proposition. We've talked with bands who would have to spend over $1,000 just to get the isolated stems and get them into a RBN-suitable format. When, as a band, you're making 25 cents on the dollar (at most) for RBN downloads, and only getting 500-1000 downloads (if you're lucky), you really can't justify those costs from a purely financial standpoint.
