The only problem I see here is the content. If HMX were to get PF or LZ, it certainly would not be their last DLC. Those 2 artists would be a huge boost to the title, bringing back a lot of players that have sense put away their RB stuff. So releasing content that has been requested for so long by so many as the last DLC is counter-productive and just poor business.
My predictions would be:
Justin Beiber - any song
If that wasn't their last DLC, it would certainly be the last time I bought DLC!
I honestly think it'll be a really big pack that has a decent number of big name artists and crosses a bunch of genres. I don't think it'll be Led Zeppelin or Pink Floyd or Muse, because as others have said, you're not going to save a "brand saving" band for last. However, I think HMX cares about its audience enough to at least /try/ to go out with a bang. I think they'll clear out their leftovers in the preceeding weeks, and save some big stuff for the final week. I could see 15-20 recognizable songs by a variety of recognizable (if not necessarily massive) artists.
I don't know what's in store for the future of the series, but we do have new console hardware on the horizon, and with it comes hope that maybe we'll get another incarnation and/or revival of the Rock Band franchise beyond what Blitz offers.
If a day does arrive where Rock Band DLC stops making any financial sense, though, I would expect Harmonix to always do what's best for the fans. If that means opening the floodgates and blowing out all their remaining licenses, maybe that's what they'll do.
I also question whether any artist at this point could revive the franchise in any significant way. Not even Led Zeppelin or Pink Floyd. That ship has long since sailed. What Rock Band needs on a fundamental level is to give people outside of our circle of enthusiasts a reason to care again, and that can't be accomplished just by adding a few more songs to the already huge catalog. If thousands of songs haven't convinced people to dive in, why would adding Stairway to Heaven do so?
What the series needs is a kick in the pants, not a few more songs.

I would end Rock Band's DLC the only way I think it would be right to do. A two pack from Neil Young with one message in mind, "Rock and roll will never die."
