Tough question. I'll try and cut my list down to a Top 8...
1. Elton John's vocals in Levon. I just can't limit it to a particular phrase or word; his singing is in top-form throughout the entire song.
2. The abrupt introductory guitar riff in The Bangles' cover of S&G's Hazy Shade of Winter.
3. The twangy guitar solo in The Pretenders' Kid.
4. The horns toward the end of The Cure's Close To Me.
5. Danny Elfman's little rant ("Hey there Johnny, boy, I hope you fry!") at the end of Oingo Boingo's Only A Lad.
6. The first few notes in the guitar solo for Roxy Music's Virginia Plain.
7. The ending guitar solo in Dinosaur Jr.'s Feel The Pain.
8. The hammered-on notes (at least that's how they are charted in RB) in Moonage Daydream's solo. Mick Ronson was able to milk a lifetime's worth of emotion from a single note.

This one's not in the "rock" category but fits along those lines. The first time I heard "Try A Little Tenderness" by Otis Redding I pictured somebody just belting it out and giving the song everything they had. For me it was one of those "smack you in the face the first time you heard it songs".

The solo on powerslave, the intro to evil has no boundaries, the solo on rock bottom, and the end of helpless are my 3 favorite parts of any songs.
I find the beginning of the eponymous Black Sabbath song chilling, the rain and bells then that fat dark riff then 'What is this...' really send chills down my spine also Roger Daltrey's singing in 'Love Reign O'er Me' is pretty emotional that gives me chills too.
Great Gig in the Sky. Just saw the Australian Pink Floyd show, and seeing it live definitely made me realize how powerful the song is.

I get the same feeling with "Ride the Lightning."
On that note, I like how "Battery" and "Fight Fire With Fire" start. You're expecting a sappy ballad, then all of a sudden your chair is pushed back by the sheer sonic onslaught that attacks your ears, it's awesome! It actually took me by suprise when I first heard "Fight Fire With Fire."
"Master of Puppets" by Metallica: It's incredibly effective how the descending chromatic riff in the intro sets up for the constant back and forth motions of climbing in the verses, reaching the an epic swelling peak with the first part of the chorus, and the frantic slide, slipping back down during the remainder of the chorus.
"Black Sabbath" by Black Sabbath: Brilliantly atmospheric, from opening ambient noises of the bells and rain being joined by the iconic tritone riff, to the verses, where the rumbling bass and toms perfectly complement, to those last unexpected notes.
"Naked Burn" by Mastodon: The harsh, biting guitar tone of the main riff helps to brilliantly imply the sensation of freezing water burning your skin and filling your lungs, and I can't help but get goosebumps every time it reaches the refrain of wailing voices crying out, "Save yourself, don't wait on me."

In Black by Pearl Jam Eddie Vedder's all like "I know someday you'll have a beautiful life I know you'll be a star, in somebody elses sky" and then when he screams "Why!" like three times. I thought that was really powerful moment in music.
