Deserving Threads?

In the opinion of the general public - or, rather, the "General" public - what constitutes the worthiness, so to speak, of a thread? Why are some valuable and others wastes of time? And truly whose right is it to dissect the topic and determine that worthiness (never mind any formal obligations)?

No, no, you silly thing. I spoke not of legitimacy vis-à-vis the forum rules, but of an innate sense of purpose and importance, however small.

Oh, well in that case, there's an Illuminati that uses it's own internal source of checks and balances that decides which threads should have any focus, and those who try to post in the threads that they deem "unfulfilling", they place an invisible barrier upon as to not allow people to post, which does things such as log them in and out incessantly, and cause their browsers (and subsequently their computers) to crash.
